Perhaps it could be flow related, if the pump is cavitating or starved for water like if you only have 3/4 or 1 pipes (?). Low speed should be enough flow to activate the flow switch. Im not sure how the filters went bad being winterized, but they were way old. If it is still making chlorine and no real faults are flashing on the control, I wouldnt be too worried about it.
